WhatsApp voice and video calls are a different matter: on a local Qatari SIM they are often blocked or simply fail to connect, and the same goes for FaceTime and Skype calls. Why WhatsApp calls don't work in Qatar
Qatar's Communications Regulatory Authority (CRA) has stated that no law prohibits using VoIP technology in Qatar. What the Telecommunications Law (No. 34 of 2006) restricts is providing paid voice services to the public without a licence, and the licensed voice providers are the two mobile operators, Ooredoo and Vodafone Qatar.
In practice, app-based calling on those two consumer networks has been unreliable for years. Residents reported WhatsApp calls failing from 2017, the CRA said at the time it was investigating, calls were reported restored in 2019, and more recent traveler reports describe calls that ring but never connect. There has been no clear official announcement either way, which is why you see conflicting answers online.
The key point for travelers: it's the live call that fails, not the app. You won't lose your chats, and you're not doing anything illegal by trying to call.
What works on a travel eSIM in Qatar
