Short answer
Mostly yes, in 2026. WhatsApp messaging has always worked in Oman. WhatsApp voice and video calls were restricted on Omani networks for years, but since December 2024 users have reported making WhatsApp calls normally, without a VPN. The Telecommunications Regulatory Authority (TRA) hasn't announced an official policy change, so it could still vary by network or change again.

Why Oman used to block calls, and what changed
Oman's telecom regulator, the TRA, long restricted internet voice and video calling to licensed services. Two things have shifted since then:
- March 2020: during the COVID-19 outbreak, the TRA lifted restrictions on several calling apps, including Skype, Google Meet and Zoom, so people could work and study from home.
- December 2024: Times of Oman reported that users could suddenly make WhatsApp audio and video calls without a VPN. The TRA didn't announce a change, and had earlier said it was open to VoIP services that meet licensing rules.
So the practical situation in 2026 is good, but it rests on how the networks behave rather than on a published rule. That's why we still suggest a backup if calling home matters to you.
What works on a travel eSIM in Oman
